A Carroll County man spent more than two decades touring the world beneath the seas on several U.S. Navy fast-attack submarines. Now Navy veteran Julian Osborne will get a chance to travel overseas to watch Team USA, courtesy of the Maryland Lottery.

The 71-year-old just won a trip to the Olympic games through the Mega Millions Team USA second-chance promotion. The Sykesville resident is already looking forward to his trip to the Winter Olympics when the games head to Milan in 2026.

Osborne retired from active duty after 24 years but is still involved with the Navy, working as a transportation supervisor at the U.S. Naval Academy.

After a career in the “silent service,” Osborne was fairly well traveled, often spending up to three months under the sea as his sub and its crew accomplished missions between port calls.

“There wasn’t always time to see the sights,” said Osborne.

He’s looking forward to touring Milan and getting to see — in person — some of the amazing events he’s witnessed in the Olympic games over the years.

“I’m hoping I get a chance to see the ski jump events,” said the winner.

Osborne won the VIP trip to Milan as part of the Maryland Lottery’s Mega Millions Team USA promotion that ran from June 10 to Aug. 12. Lottery players could enter their Mega Millions tickets into the Lottery’s My Lottery Rewards program for a chance to win a Team USA merchandise prize pack or a deluxe trip to the 2026 Olympic Games in Milan or the 2028 Olympic Games in Los Angeles. Two other winners also won the deluxe prize to the Olympics: Cheryl Harrow of Baltimore and Lisa Keeney of Adamstown, Maryland.

Osborne’s lucky ticket was chosen from a total of 79,987 eligible entries. Now that he’s beaten the odds, he’s focused on the second-hardest part of winning: deciding who gets to go with him.
